This website is maintained by Appalachian Citizens’ Law Center and Appalachian Voices in partnership with a coalition of more than 50 groups across the United States that are concerned about whether coal mines will be adequately and timely reclaimed, and who will bear the costs of that reclamation.

Community concerns about the risks of functionally abandoned coal mines, aka “zombie mines” have intensified recently with the decline of the coal industry. Unless major policy changes are made to reform coal mine bonding, enforce coal companies’ responsibilities for timely reclamation, prevent coal companies from shedding responsibilities during bankruptcy, and to properly prepare for mine closures, our communities will continue to face a wave of zombie mines endangering the people and places we care about and preventing economic development.
